It is located in Wafangdian City, Dalian, Liaoning Province. It is planned to have six 1 million kilowatt nuclear power units. Among them, the first phase project of four units has been fully completed, adopting the CPR1000 pressurized water reactor nuclear power technology. The second phase project involves two units and adopts the ACPR1000 nuclear power technology.

The Hongyanhe Nuclear Power Plant is the largest energy investment project in Liaoning Province and the first nuclear power plant in Northeast China. It has significant positive implications for optimizing the power source structure of the power grid in Liaoning and Northeast China, promoting the revitalization of the old industrial base in Northeast China, advancing the process of independent nuclear power development in the country, and facilitating the growth and development of China's equipment manufacturing enterprises. In the 2008 National People's Congress, the start of construction of the Hongyanhe Nuclear Power Plant was included in the government work report along with the Qinghai-Tibet Railway and the Three Gorges Project.

Since the start of construction, the Hongyanhe Nuclear Power Plant has always adhered to the principle of "safety first, quality first", strictly organizing the construction in accordance with relevant national regulations to ensure that the Hongyanhe Nuclear Power Plant becomes a high-quality and excellent project.

The Liaoning Hongyanhe Nuclear Power Co., Ltd. was established by China General Nuclear Power Investment Co., Ltd., China Power Investment Nuclear Power Co., Ltd., and Dalian Construction Investment Group Co., Ltd. with a shareholding ratio of 45:45:10, and is responsible for the construction and operation of the Liaoning Hongyanhe Nuclear Power Plant.
